Spacehips not warships

We have a global bank account that all countries contribute some of their military spending to which then goes to space exploration, so eventually all countries spend money close to all of their military budgets on this program and and we explore outerspace as one race.

An awesome idea. Except a lot of space tech can be used as weapons. That said, we need to spread our wings and get out there in the universe...
