At the moment emergency departments are already not sufficiently well resourced. If there was a major disaster such as an explosion in a crowded public place, major fire, building collapse, etc., there would be a serious risk that these departments would be unable to cope.

Like smoking, rock climbing entails a serious risk of death and puts further pressure on the hospital system. Rock climbing should be illegal. We should not be forced to subsidies the risky habits of other people.

In case of terrorist attacks on buses (as happens routinely in places like Israel) all bus drivers should be provided with a firearm and trained to use it.

Our Criminal Law System is orientated for after the event. that is, punishment after the event. Policing all forms of criminal activity is difficult and costly. “Prevention is better than cure” and could save billions of dollars after the event costs. If we can encourage the majority of people to observe the correct thing to do by rewarding them then after a period of time people doing the incorrect thing will be easier to observe.
Implementing the following ideas may be difficult and are really meant to be examples only; however, the concept of rewarding people for correct behaviour is more important. Speeding Cars: Drivers not caught speeding for 5 years receive a free three year licence. Driver not caught speeding, zero alcohol content, zero traffic offence for 5 years receive free car registration for 3 years (Roads become safer, trauma costs reduced) Train / Transport behaviour. Passengers reporting and resulting in successful detention of a train vandal or offensively behaving passenger receive free monthly ticket. (Trains safer, increased passenger numbers, environmental positives) Health Care Subsidised health care to those who do not drink or smoke. (Decrease health cost of these two drugs on taxpayer) Burglary/Drugs Reporting criminal activity, receive free house and car security. Community Activity Being involved in community act ivy that directly helps poor and homeless or protects life (CFA) entitles person to some form of subsidised living costs such as electricity, gas, rates, water. (Increase community awareness and sense of integration) Again I state that implementing some of these ideas may not be easy but rewarding people for positive community behaviour is the message I wish to impart. |

Before I start, I'm a smoker. Tobacco products should be treated as dangerous drugs and their availability should be restricted to licensed premises as is the case with alcohol. Sales from corner stores should be outlawed.
