Our constitution should be clearer about which organ of government (ie parliament, cabinet, prime minister, the queen) has the power to declare wars on behalf of Australia and to send troops abroad.

How about we stop the war on drug distribution and fight the war where the drugs come from. How about we put some of that great genetic engineering into creating a blight on the opium poppy and cocaine plant. If Afghanistan, Burma and Columbia suddenly find their crops dead, the really deadly drugs will dry up. This would be Positive Genetic Modification. Might even work on the tobacco plant, as well.

We have a global bank account that all countries contribute some of their military spending to which then goes to space exploration, so eventually all countries spend money close to all of their military budgets on this program and and we explore outerspace as one race.

Let's not dick around. Tracking and observing is all well and good, but its not enough. Use the military to actually stop the Japanese from their "research".
